I've often seen young children allowed to race ahead or lag behind near the road while the parent/carer are busy chatting or texting on the mobile and when the toddler is eventually caught he/she is usually shouted at or smacked! well I feel like going over and slapping the adult, young children need to be held by the hand or using those straps, we all know how easily they can vanish out of sight and they don't know danger!
